Currently, the only reliable source for Kakao is the DShop (100 Kakao for 500 DKC). It may drop in small quantities elsewhere in the game, but at a rate too small to determine from game logs.
Kakao was available from Connection Rewards, but this system was discontinued a couple of months ago, and no new source was added.
You may have to bit the bullet and purchase from the DShop, but we'll see if we can find a new way to supply the item to players for whom the DShop is not an option.
Sorry for the bad news, but the Deka Line Rings are quite old, and not especially popular among endgame players, who tend to be most vocal when something is missing.
