HP and VE leech

Is anyone else having problems with the HP and VE leech since the last patch? It doesn't seem to be working, can a GM look into this plz

    There have been reported issues with HP and VE leech from Strategist Mastery buffs, but these seem to be a factor of how far the players in the party are from the Strategist. There haven't been any issues reported, but if it's not working for you, please let us know where it's happening, which sources of leech are applied, and whether or not it never works or if it just works inconsistently. Thanks.
