Can anyone tell me how to refine a skill? And where I have to go to do that?
St. Petersburg guild masters. e.g. To refine steering talk to the Maritime GM in St. Petersburg.
There's a button in the dialogue. You need to have R15 in the skill to refine it.

Only certain skills can be refined, Shipbuilding is not one of them.
There is no >R20 shipbuilding to my knowledge. Most battle skills can reach R25 but again, to my knowledge, shipbuilding cannot.
A list of refineable skills can be found here:
You need to have no job/life at all.
You don't need your fingers anymore.
You have to reposition the bed inside your bathroom.
