Please, rest assured that we take action on every user, with no exceptions, as long as they break the rules.
If you are referring to banning cheaters, we do it as well, but that does not mean that cheating/hacking is the only offense - bug abusing, account sharing, free killing... all of these, and others, will lead to a ban as well.
