Rebuild Percentage

Hi all

While trying doing rebuilds on Large Carracks in Lubeck, it seems percentage for Mayor are not correct.

The city is booming, My activity is energetic, I got Honorary Mayor Title, I used a SRI 30% and still got 78% on rebuild of 2 G0. Shouldn't it be more? I used as well. Tried with one other character without SRI and he correctly got 48%, so the normal 10% for other sailors.

Can anybody confirm is a bug or I'm missing something?
