I don't understand why many people have a problem with overheating. Perhaps motherboards are raising voltages. I have no such problems with asus and msi.
I just don't understand why the core with the game is loaded at 95-100%. Same problem with i7 8086k.
2.With my another processor i7 5775c with integrated gpu Intel Iris Pro Graphics 6200 which in turboboost is overclocked to 3.7 GHz, the core with the game is loaded by 50-70%.
For warrock i7 5775c best cpu and can play and stream on integrated gpu Iris Pro Graphics 6200.

as I see you got a pretty nice processor there.
Still there is a problem as it seems, your i9-9900KS is rated for up to 5.0 GHz Boost-Frequency but you are still getting only 4.35 GHz.
I would like to suggest to you to set fixed values in your BIOS or check if there is a temperature problem.
