SB gear is harder to come by than other crafts yes but there's a reason for it. Crafting skills like ship building and alchemy are 'elite' crafts and can produce very powerful products so they are more limited than others (like storage, hand crafts, casting). You can still do the recipes without the top gear but sometimes you need to get creative.
Crafts have a maximum of r20 so there's other ways to reach that. There's jobs that offer the skills as expert (r17-r19 *refined/ base). Then you can add extra rank with proper aide. Then thers pleny of in game attainable items to top it off.
For SB there's +1 and +2 accessories, there's also a +1 weapon. Maybe other worn gear as well (not sure) but like other high end in game items you have to work for it. You can also just fleet with a r20 sber and not even worry about gear.
If you want cash shop items well then be prepared to pay for them as yes they are not part of the natural game and will be very expensive to get.
